According to the most recent guidelines, the Venice Beach area is open with limited activities. The boardwalk is open with access for curbside pickup of take out food. I do not live in the LA county, but would expect the shops are limited to crowd size.

The weather will probably be nice but the water is always cold. Get cold resistant swim wear if you want to go into the water. A jacket for night is always good especially along the beach.
