According to ABC News, authorities from the New York Police Department's Harbor Unit made the grim discovery at approximately 5:30 p.m. in the 1st Precinct near Governors Island. The crew of a ferry reportedly first spotted the suitcase bobbing in the water and cruised alongside it, attempting to pull in onboard.
