Where I live the winter temperatures rarely drop to below 5 degree Celsius. And even the coldest day in December is above 0. In my college days, most of the guys would usually pack on body warmers,then a t-shirt and then a sweatshirt but at the bottom most of us preferred shorts especially while making short trips to and from our dorm.

Totally agree, I am a winter trouser wearer but if it's wet and I know I won't be able to change I put on some shorts (or maybe some ultra thin walking trousers) just so your legs aren't wet and trousers rubbing for the rest of the day.
